At one, the question is whether they can reach the ground at all. Only two bikes here go low enough to be honest candidates. Age is still the wrong input, so start with the inseam: a 1-year-old at the 50th percentile weighs about 22.5 lb, but leg length at this age varies far more than weight does.

At twelve to eighteen months most children are still working on walking confidently, and the bike is a push toy more than a vehicle. That is fine — that is exactly how the skill starts.
The constraint is brutal and simple: the saddle has to be low enough to sit on with flat feet. woom publishes 10.2 inches for the GO 1 and Prevelo publishes 10.9 for the Alpha Zero. Most other balance bikes start above 11 inches, which for a lot of one-year-olds is unusable.
If your child measures below 11 inches of inseam, you have two real options and they are both on this page. If they measure above it, you also have the Strider, and its longer saddle range means it will still fit at three.
